I'd say yes.  Here's what I'd suggest - if a topic that's OT or
particularly beaten to death, send an ADMIN email to the list telling
people to move on and warning them that you'll take action if they don't.
If people post on that topic after that, take away their posting privelages
for a length of time (probably just a couple days at first).  If people
continually keep posting OT material, keep blocking them (for longer
periods of time) and if necessary, finally boot them off the list.
Hopefully this would get people much more on topic (this is the policy on
DAW-MAC, which seems to work very well).  Also, when people are booted,
don't kick them off the L-OT list, this way they can keep OT discussions
going, just in the appropriate place.  Just my opinion - right now the list
is flooded with many useless posts and the list is barely worth reading.
