In Steven Johnson's book "Emergence" he discusses Slashdot.org A self
organizing community. I recommend taking a look at that model as a
point of departure. One of the basic rules of Slashdot's procedure is
that those with higher rated "Karma" (consistently "better"
contributions, judged by the collective) earn higher ratings and more
privileges. It's a process of meta-feedback. This group is large enough
for self-regulation.
