It came out that Bin Laden could have been killed had the US not been so concerned about the loss of innocent life. When Clinton ordered the cruise missile attacks on the reported chemical weapons plant in Sudan and Bin Laden's camp in Afganistan, the US was worried that there may be workers in the Sudanese plant, so they waited. Also they needed to make the strikes simultaneous so no one got tipped off. Consequently they waited to strike some hours. By that time, Bin Laden had escaped. And the rest is history. We lost 6,500 civilians so that some Sudanese bomb maker's lives are spared - all but a few I think. (But of course, >some< will be concerned about those bomb makers.)
