It is well known that there are various cells around the world - 
including in Europe.  Certain code words could be the triggers to do 
various things. Maybe a cell can bomb the Eiffle Tower, place anthrax in 
the Louvre, contaminate the water supply of Paris or whatever, or 
transfer money to other asshole associates to the same in other parts of 
the world. One of the first goals of war is to silence the communication 
from the command and control authorities.
