I don't know about Outlook, but in Outlook Express it's easy:
Go to accounts and select the "news" tab, the select "add" and of course
again "news" (my Windows is german, not sure what the appropriate terms are
like in other languages..). In the next window enter your name, click OK, in
the next you need to enter your newsserver. This usually is delivered by
your provider and most likely looks like news.provider.com (or whatever
domain). Your provider's info site will tell you the name of the server.
There also are some free newsservers which often provide a better newsfeed.
When you're done with that the newsserver should show up under all the other
icons in Outlook. If you doubleclick it, you should be asked if you would
like to retreive all available newsgroups for that server. You could either
do that or click "cancel" and subscribe directly to the desired group (if
this one is available from the server). I recommend getting all available
newsgroups first, even if it might take a while (there are up to 30,000 or
so).
If you want to download other things then plain text (which shouldn't be the
case with rec.audio.pro) from those newsgroups ("L\ufffdmmelbilder", tsts... das
ist im echten Leben ja wohl netter...) you'd need a dedicated news client
which handles such tasks for you.
