All the converters I own, in cards, mixers, and stand-alone have good enough noise floor specs for that not to be the case. In fact, as far as I can tell, only the cheaper audio cards have that trouble. Now, that said, it's easy for your system to introduce noise in other ways, and that is more of a common problem, and that just means you really have to choose each component in the chain more carefully, as well as using a room with some acoustical treatment.
