I am new to Logic. Most recently I have been working with Pro Tools, but was
attracted to Logic due to it's compatibility with different types of
interfaces. I need to know if Logic Express 8 has a way of setting the
metronome at different tempos and time signatures in various parts of each
song.

For instance, I have a song that the first minute or so is at 150 bpm in 6/4
timing, and then changes to 110 bpm in 4/4 timing. 

If Logic Express 8 is capable of this, can anyone give me instructions on
how to do it?

Seems on topic to me..but your solutions will be found in the tempo and 
time rulers in the Global Track Views..You can search "Global Tracks" 
in help and get any more explanation you need there..
