It looks like rdcf2 is quite complete and includes a test suite.  It 
supports FAT12 and FAT16 and the documentation is very good.

It can also be built under DOS with TurboC so I can play with it on 
my DOS box before I port it to the LPC2106.

Moving back to FAT16 versus getting nowhere with FAT32 seems like a 
good tradeoff.
