Is DEMON Source Public Domain?

In the files section, there is the source for
DEMON 2.38:

<SOFTWARE_EXAMPLES/demon238.zip>

Is this OK to post in the files section, or is
is something owned by ARM.

I'm planning to make a version of DEMON for the
KickStart board so that we can use GDB with it.

Unless of course, there is already a GBD stub that
can be used with the LPC2106...
