I bet you're using Windows XP. It's a "feature".

Save the file on your local disk. Right-click on the file and select
"Properties". There is an entry which reads something like "Enable 
access to web content". Change the value and it should open OK. I 
had the same problem last week although I can't get it to reproduce -
 maybe you only have to select once for each site.
