You might consider the IAR KickStart Kit for LPC2129: http://www.iar.com/index.php?show=31418_ENG&&page_anchor=http://www.iar.com/ p31418/p31418_eng.php The KickStart version of the IAR compiler is free for unlimited time, and as a code limit of 32k. The baseline version is limited to 256k. Keil of course is another option.
