Trouble with the flash programming

Hi, 
I am trying to load my code into the flash of my LPC-E2294 board using
the Phillips LPC2000 flash utility. I am using 9600 baud rate, XTAL
freq 60, device LPC2294. I am getting " cannot connect to the test
board" error. I tried different COM ports, freq .. same result can
anyone please help ?
