Is there any method to identify whether the JTAG inputs of LPC have been damaged.

Could be. I repaired a board for someone who had a similar problem by
replacing the LPC2106. The JTAG inputs could be damaged if the adapter is
connected with the power on, I always try to remember to disconnect it from
the power supply when connecting the JTAG.
