Please don't 'top-post'!

You could write a little program that configures them as inputs, and outputs 
them to another few bits. Load the program using the RS-232 boot facility 
and test the inputs by tying them high and low at the JTAG connector, whilst 
monitoring the outputs. That should work. I didn't bother and just removed 
the chip with some ChipQuik and replaced it - it took me about 30 minutes.
