Load the program using the RS-232 boot facility and test the inputs by tying them high and low at the JTAG connector, whilst monitoring the outputs. That should work. I didn't bother and just removed the chip with some ChipQuik and replaced it - it took me about 30 minutes. Thanks Leon. What should i do exactly? I am using LPC2214, and here the GPIO and JTAG share the same pins. I would like to know whether it would be sufficient to test the GPIO functionality to ascertain whether JTAG is working.
