What is the correct declaration/process (in C) for storing a value in 
memory and having it permanent so it can be updated or changed 
anywhere in code?

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
