I don't think this is a Philips problem really.  Any program that sets up 
the serial port has to assume responsibility for doing the whole setup.  It 
cannot assume that it has been left in a providential state.  If 
Delphi3/AsyncPro don't let you at it that's their issue not Philips.

If you are willing to stoop to using a command line utility LPC21ISP may be 
worth a try.
