Kim, Provided the flash utility reports the correct part ID, it may be that the "flash limitation" message refers to odd sector size issue and thus it may not mean that your code is too big to fit on-chip flash. Try breaking up the hex file into sizes that will fit the sectors and load one sector at a time.
