Regarding eCOS installation

Is it necessary  to build GNU TOOL CHAINS  download binutils and gcc 
core and gdb source file even though i downloaded cEos1.3.1.exe file

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
