wiggler problems with IAR

I am using a 2106 with the IAR compiler and wiggler JTAG debugger. If 
I compile code for flash and burn with the philips ISP no problems.

However if I compile the code to run in RAM at 0x40000000 the 
interrupts do not happen. I change the memmap register to map the 
vectors to ram, and am using the cstartup file given with the IAR 
examples.
