there are many JTAG emulators for ARM but I guess you are looking for
an ARM simulator?
The Keil ARM compiler does not only provide an instruction set
simulator like the GNU does, it actually has a device simulator for
the Philips 2000 micros. That means, you can actually use the
peripherals in your simulation.  A code size limited version can be
downloaded here:
