We attempted to use the Wiggler to debug the board but to no avail. After many waveforms and looking at the schematics, we determined that the RST line was rising more slowly than TRST. This meant that the TRST line was trying to reset the JTAG state machine when the processor was still in reset. Our solution was to put a 1K resister in parallel to RST. The resister on the board R39 (10K) could also be replaced but we didn't want to solder the board. The people at Macraigor were VERY helpful in helping us narrow down the problem.
