I found the patch (I suppose your are talking about) here:

I'm having some install problems so if anyone could let me know how 
to properly apply the patch and then build ecos that would be very 
much appreciated.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
