  To start with you don't even need to spend any mooney, but you need 
to 
invest your time and effort (and time is money too). 
With very little investment it is easier however.
1) Ask for samples of the micro of your choice from local distributor 
and build a simple eval board. Alternatively buy a simple board from 
Olimex. Build a JTAG interface or buy one from Olimex.
2)Use GNU software or any of evaluation version of software of your 
choice. It is good enough to start with.
3) Read all the basic documents like specifications and user manuals
Go through the forum for all the known problems and issues.
4) You have to experiment by yourself. Most problems are related to 
human errors, so if something is wrong assume, that it is you doing 
it wrong (true in about >95%). After first project everything will go 
smooth.
BTW, if you are interested in a girl, do you ask people if something 
is wrong with her before you make a move ?
