the philips flash utility is for programming via UART0 you need to use a JTAG programmer.... Are you using Keil or similar to do the writing of code? Keil has a programming option which connects to most JTAG programmers. otehrwise you will need to find a JTAG programmer software and then use this to send the file to the processor.
