Actually, there is a fair amount of free software around.  Some in the 
files section of this forum.  I have some newlib support routines here ( 
http://www.aeolusdevelopment.com/ ), including some serial port sw (both 
interrupt and polled).  That last link also has some schematics for serial 
ISP (and a commercial product to hook up to the standard ISP header).

I've not seen any free SW for JTAG download but I second Pete's suggestion 
that hooking up the serial port is not difficult.
