Use an MSP430F series. sub 1uA in sleep mode, wakes up in <1usec. 8MHz is around 3mA. The core of the LPC2000 alone draws around 30mA as far as I can see. I haven't seen data on peripherals etc. It is easy to get MSP430 systems that have mean fuel consumptions of < 1mA.
