The bootloader is same as other chips which have flash. It will give you an error or do nothing when you try to read/program the flash. Read about the bootloader in this user guide. http://www.semiconductors.philips.com/acrobat/usermanuals/UM_LPC21XX_L PC22XX_2.pdf Commands of interest to you would be "write to ram" and "go". you can download a secondary bootloader which supports flash on your board and program it.
