Try lpc21isp at http://guest.engelschall.com/~martin/lpc21xx/isp/ This has the benefit of being command line (ie easy to run from batch files or other tools). It is open source, meaning you can easily modify it to be used as a manufacturing jig etc. It works under multiple OSs. The last time I checked, the Philips application still was quite fussy about some start-up conditions. lpc21isp had similar problems but they were fixed very quickly.
