I use the Segger JLink debugger with IAR.  It is priced at $295 - a good
buy.  There is an RDI option available.  I don't use GNU, so I don't
know the issues there, but the product works fairly well. 

 

I also have a Nohau system ($1495USD).  There are some things I like
better about it. That price includes a debugger that is pretty nice that
is compatible with GNU tools.
