You can use a fanless EPIA Mini-ITX (www.mini-itx.com) putting it in a
rugged small case (http://mini-itx.com/store/?c=3#p1153).
It may be powered at 12V with 12V-ATX adapters if you need to avoid
power failures.
Install inside win or linux, make a small script to use parallel port to
connect button to start/stop programming and leds to signal
programming/end etc...
