Lpc2000

Hi everyone.
ARM newbie here.

Like most of you I have built myself a Wiggler clone and of course it 
doesn't work.
Here's the setup:
Keil MCB2130 board with LPC2138 (chip and board are brand new).
Wiggler built around SN74HC244 (chip is working, hand checked) based 
on the schematic by Leon Heller (including the DB25.8 to DB25.15 loop 
and the transistor). The connections from the HC244 to the chip 
itself are ok (checked for continuity).
Tryied with jumoer on and off on the P1.20 pin.
LPT1 set on EPP.
Windows 2000 on a Sempron 2400+ and on an Athlon64 3000+.
IAR , Rowley and OCD commander don't recognize the jtag.
OCD commander says "Error Response from INITIALIZE: 0x03 
initialize_target : cable disconnected  (10 : 
03)" (at any speed).

I work on a day to day basis with AVR,PIC,MSP430 so i'm not that 
inexperienced.

What am I doing wrong?
