That would just look like XXX number of clock cycles between the release of external reset and the very first memory fetch? That would not cripple honest debugging of non-secured code, and would still allow code security wouldn't it? Anyway, as you say, the inability to debug out of reset is something that many people would never even notice, so it is probably no big deal.
