I don't have experience with this particular combination, but I've had similar problems with Xilinx FPGAs.  IIRC, the Xilinx tools wouldn't work with non-Xilinx parts in the chain, so we had to split the chain when debugging the FPGAs.   I've also seen situations where the order of devices in the chain makes a difference...

Has anyone used a Ulink USB-JTAG adaptor from within Kiel's uVision3
IDE, to target a Philips LPC2214 that is in a JTAG chain with an
Altera FPGA, e.g. cyclone?

The manual chain configuration of the IDE uVision tool allows one to
enter the Altera IDCODE and IR length etc. as well as the Philips
IDCODE and IR length etc. The Settings view then shows two devices -
and the Philips "radio" button is selected to indicate the device the
debugger should "talk" to.

However, a simple verify of internal flash fails repeatedly with "ARM
cannot be reset; Check JTAG cable" or similar.

My chain setup is as follows:

ULINK TDI--> Altera TDI --> Altera TDO --> LPC TDI --> LPC TDO -->
ULINK TDO. TMS and TCK are parallel to both.

If I physically isolate the Altera from the TDI/TDO chain (isolate
Altera and Short ULINK TDI to LPC TDI) such that there is only the LPC
in the chain, all is well.

Any experience/ comment welcomed.
