Are the JTAG pins on the LPC2138 5v tolerant?

In the 2131/2132/2134/2136/2138 datasheet it indicates that the JTAG related pins are 5v tolerant. Is this true when the pins are being used for the JTAG interface as well? Thanks for the help!
