Magic register question

Fellows,
I came across the problem with fast IO ports.
So, to get an access to fast IO I have to initialize the HW register @ 
0xe01fc1a0...
NOne of Philips manuals describe it.
However, depending on the value in this register the port (P1 to be precisely) 
behaves somehow magically...

Did I miss something?

In the LPC2148 manual page 82 (and similar in the LPC2103 manual) there 
is a reference to the SCS register at 0xE01F C1A0, which points to the 
description on page 26.  It is somewhat hidden by the space in the hex 
number so you have to know what to search for.
