One could ask why you need it?

If you need it, an NDA with Philips perhaps? Unlikely they'll want to
share, I reckon.

Wouldn't it be better to write your own front-end to handle

  1. the decision whether to reflash
  2. collecting the new data via I2C

but then call the IAP routines to do the actual work of writing to the
Flash?

As I understand it, the purpose of the IAP routines (in addition to
convenience) is to "future proof" the Flashing by giving an unchanging
interface (the IAP routines) regardless of how Philips might change the
low-level details.
