LPC2214 - Need help getting JTAG interface to work.

I have the Ashling development board and Opella tools.  I have 
followed ashling's recommendations for interfacing to the Opella 
JTAG/USB device in the app note on thier web.  

The CPU works fine in thier development board...  I have configured 
the development board to match mine as close as possible... The 
opella cable works fine with the dev board.
So I know the tools are working.  

My board is very simple, mostly I/O to headers, and JTAG.  No Rs232.
Unfortunately, I cannot get my board to work.  I do see the clock 
signals... X1/X2.

I have RTCK pull down to Vss (45mv on RTCK). JTAG Pins go straight 
to the connector.  /Reset is held low for 30ms after power up.
Rs232 Bootloader is disabled (4.7K pullup to 3.3V).

On the Ashling board, TDO is low, on mine it is 2.26V.  This leads 
me to believe I don't have JTAG turned on, but the default pull-up 
is enabled on this board.

Check your board against the schematics on my web site. My board definitely 
works, with both a genuine Wiggler and my own version of it.
