short info about UART setting tool in the download area.

Description:	easy way to set up UART0 and UART1 for LPC210x
OS: 		tested with Win XP, Win 98
Output:	        generates a INI function for UART1 or UART0
		Tested with Keil ARM (gcc) tools and Keil lpc210x.h

Version: 	1.01 Beta

Changes:        1.00 first release
                1.01 change Baudrate 1150000 and 230000 to
                     115200 and 230400 ( thanks to Martin)
