LPC2129 - Program counter

Hi, I have problems with my self designed board. If I want to download my application (tested with Keil MC 2100 Board) the programm counter does not start at 0x00 but starts at 0x14 (data abort?). I don't know how to handle tjis problem, because I think there is no hardware error on my board. Thanks for your help ...
