does the wiggler (macraigor system) is interchangable with BDI 2000 
(ABATRON)?

You can plug a bdi2000 into a board that works with a Wiggler. I use a few 
different ones and prefer the bdi2000.

All debuggers are limited to what they can see through the JTAG interface.

If time is money, then the bdi2000 makes a lot of sense, IMHO.
