Some of the other mirrors are getting pretty out of date.

Hi!
I want to install this gnu arm development platform.Is
there any  tutorial about installation?
in website http://www.gnuarm.com/
there is no installation for windows machines. I think
this requires cygwin but further help will be more
useful for me...
