IOPIN0 and P0.31

Is reading IOPIN0 (0xE0028000) a reliable way to see the value P0.31 - which I have set to an output? I set P0.31 to a 1, I see P0.31 is at 3.3V on the scope and then read IOPIN0 only to see the high order bit is not set?? Additionally is there something about P0.31 must be high during a /RESET or is that P1.31? I'm running on a 2138. If you can please help.
