You really need to

  post far more details of what you are doing.  For example, your
  milter-greylist config, which presumably you've tried to make minimal
  to debug this already.  And how you are sending mail.

  enable logging and see what it says.  milter-greylist for me logs
  quite nicely in /var/log/maillog (netbsd) with an explanation of how
  each message is handled.

  explain why you think rejecting mail to unknown local recpipients is a
  bug.  I'm not sure, but it's not obviously so.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
