Could be.  The Middle Atlantic screws I have are definitely magnetic (I use 
them on my Makita and they stick to the magnetic bits) and if they get and 
stay wet then they rust in places where the black finish is scratched.

I have seen some cheesy rack screws included with a lot of product.  Even in 
my SKB cases (not for tour use) I don't use their screws but use the Middle 
Atlantic ones instead.  Know what you mean about the brass screws though; 
they're great, but hard to find.
