I put like modules together with the exception of multiples, mixers and
attenuators which are spread amongst the system.  The problem with putting
an EG next to each VCF or VCA is that I don't always know which one I'll
use, the standard ADSR or a Universal Event Generator.  Plus if all the
envelopes are in one area I'll know where to find them rather than hunting
for a free one.  Besides, envelopes tend to use the same gate signal so you
usually have a choice of long gate patch cords (EGs next to VCF/VCAs) or
long output patch cords (EGs grouped together).
