No, you're right. When I wrote that about filing the holes I was addressing people who had bought the MOTM pre-painted front panel blanks. I myself have been using some unfinished 19" rack blanks lying around that I had ordered a while ago. What I actually do after drilling is hit both sides with a belt sander. That helps the primer coat stick better anyway. Pre-painted blanks don't help me since I'm gluing paper graphics over the panel blanks and coating them in polyurethane, so raw stock is just as well.
