Since I don't know what your motivation is for building one as opposed to 
buying one, maybe I should just mention that you could buy an inexpensive 
little A.R.T. Tube MP to accomplish the same thing.  Or a Peavy Tube Warmer 
rackmount unit if you want to get even more sophisticated.
