It's hard to tell, because he doesn't really show very important detail in his photos, but it looks like an old motor control card that you9;d want to replace, and like the low noise mod hasn't been done on the power supply. The case looks to be physically sound, and don't worry, that pen scribble on the lid should come right off with some soap and water.

You might want to ask what the serial number is.
