The tapes are not even which might just be a matter to cleaning up that frame, but it might mean all manner of other problems lurk within.
It looks like it has had a wash down to keep it cosmetically good. I also wouldn't trust anyone who is adamant about a price as it sounds like they have a 'take it or leave it' attitude. I may be doing the guy a disservice, but I also don't like the sound of anyone just wanting out of music. Maybe I am wrong, but it all sounds a bit desperate.
I also distrust anyone who thinks an M400 'needs no work', no matter that it looks worn inside. (I also have misgivings about anyone who can construct a sentence like 'This is really as complete of a package you'll find.9; without cringing even a little.)
I'd avoid, myself.
